Guiart TICA is developed for the officials looking at the implementation of a high-speed wireless image system as a way of boosting the efficiency of distributed field operations. In the days of old networks users were forced to wait hours for images that more often than not did not make it through the cloyed network. All this has changed with the adoptation of Nokia TETRA, and in the Nokia TETRA System, the functionality remains the same no matter how large the network.

maintained in the whole system including the server.
Guiart TETRA Image Communication Arena Client (TICAC) downloads images and pertinent image data from the digital camera memory to the portable computer. When the computer is connected to the Nokia TETRA radio network via a Nokia TETRA phone, it is easy to send the images and memos to the dispatcher. In a patrol car one Canon digital camera is enough to ensure even a constant flow of images. When one of the officers is taking pictures the other one is sending the images over to the dispatcher.
Guiart TETRA Image Communication Arena Dispatcher (TICAD) allows several dispatchers to operate in an organized manner with field operator groups or single operators. The customer needs to agree on a management model or organisational structure, and make the easy to do mapping into different preplanned groups. This ensures smooth operation and fast adaptation to new groupings when police, fire brigade and healthcare personnel use the Nokia TETRA

Shift changes and dispatcher regrouping is done smoothly with the system. When the old dispatcher logs out and before the new dispatcher is taking over, the system buffers all image data and displays it when the new dispatcher is ready for work. Data is processed automatically so that the dispatcher is able to concentrate on the contents without using practically no time at all for routine data conversions or storing of archive data.
Group control also enables the dispatchers to efficiently communicate in visual format with the group members, addressing either an Operational Group or a Management Group, or both. This feature resembles the Nokia TETRA feature, which allows users to simultaneously contact everyone in a given group at the press of a push-to-talk button. The dispatcher is able to publish images through the server for the whole group or office users for browsing. Any standard browser is capable of showing the html-format visualisations produced by the dispatcher.
Guiart TICA images and image data is always stored in standard Windows formats. The decision is based on the Nokia policy of supporting open communications systems and avoiding proprietary approaches wherever possible.
Wireless network bandwidth is scarce and expensive. Every possible technique is in use to get the utmost service out of this bandwidth. Compression of data is one such technique. Intelligence is built into the
Guiart TICAC client application program, TETRA Image Communication Arena Server, and
Guiart TICAD program used by the dispatcher. Short message codes are used to indicate common data occurrences inside the system. All this is done so that the users on the field or in the offices are able to concentrate on just clicking a few buttons to send and receive the images and memos.
